Malaysia's Public Service Remuneration Scheme currently being reviewed: Zuki Ali

The review will look into the overall aspects of civil servant services including remuneration, organisational development, and talent management.

Malaysia's Public Service Remuneration Scheme is currently undergoing a review, according to Tan Sri Dato' Seri Mohd Zuki Ali, Chief Secretary to the Government.

In a statement on Monday (7 August 2023), following a meeting of the Cabinet Committee Meeting on Public Service Reform, the leader said the review will look into the overall aspects of civil servant services including remuneration, organisational development, and talent management, to ensure the welfare and wellbeing of civil servants. 

For a start, he shared, it will emphasise on the sustainability of civil servants' remuneration to ensure that wages, salaries, and allowances are commensurate with the individuals' responsibilities and in tandem with the rising cost of living. "While the review is in process, the Government is committed to making improvements including elements of allowance facilities to be part of the presentation of the MADANI Budget which will be tabled in October 2023," he added.

The above aside, the members of the meeting agreed to extend the Bantuan Sara Hidup (Living Assistance) payment of RM300 a month to non-pensionable veterans aged 60, instead of 80 as previously announced. This extension will take effect in September 2023, and is expected benefit a total of 41,970 non-pensionable veterans with additional financial implications of RM151.1mn per year.

The above-mentioned extension comes following an earlier announcement that a Special Assistance of RM300 will be paid to civil servants, and RM200 to Government pensioners, will be paid on 10 August 2023 (Thursday). Additionally, civil servants have also received an annual salary increase of RM100 since January this year, and RM700 each in two special financial assistance payouts in early 2023.

In addition, for 2023, civil servants have also enjoyed a special additional KGT (Annual Salary Increase) of RM100 since January 2023 as well as RM700 Special Aid Financial Aid and Special Financial Assistance Year 2023 of RM700 in early 2023.

Apart from financial incentives announced, Chief Secretary Zuki Ali also noted that priority will now be given to Malaysian Armed Forces (ATM) veterans for contract appointments in the public service, in accordance with their skills and experience gained while serving with the ATM. This, he said, comes as part of efforts towards the welfare of these veterans.
