Malaysia exempts more than 82,000 health workers from 45-hour shift rule, caps at 42 hours a week

The exemption will apply to five critical service schemes within MOH, involving nurses, assistant medical officers, and more.

The Malaysia government has announced an exemption to the 45-hour weekly shift requirement under the Public Service Remuneration System (SSPA) for more than 82,000 health workers. 

This exemption will apply to five critical service schemes within the Ministry of Health Malaysia, capping working hours at 42 hours per week instead. The 82,637 healthcare workers involved include:

  • Nurses,
  • community nurses,
  • emergency department medical officers,
  • assistant medical officers, and
  • healthcare assistants.

According to the Public Service Department, this decision follows strong concerns from healthcare workers and an operational review of their roles – particularly those directly involved in round-the-clock duties. The government acknowledged that these responsibilities require a high level of physical, mental, and emotional readiness.
