First Industrial Skills Framework launched for Malaysia's hotel industry

Yesterday, Malaysia's Deputy Minister of Human Resources Yang Berhormat Dato' Haji Mahfuz bin Haji Omar launched the Industrial Skills Framework (IndSF), the first to be designed for the hotel industry.

A joint effort between the Human Resources Development Fund (HRDF) and the Malaysian Association of Hotels (MAH), the IndSF will act as a guide for employers, training providers, and individuals, in promoting life-long learning and skills mastery to enhance the quality of training for this industry.

It is the first framework to be introduced to the market, in line with the government's efforts to reach a target of 30mn tourists for Visit Malaysia 2020. The IndSF will complement existing frameworks - such as the National Occupational Skills Standard and Malaysian Qualifications Framework - and will be updated frequently to reflect the latest trends and best practices.

Speaking at the launch, Dato' Mahfuz Omar shared: "The framework provides a common reference for required skills and competencies in the hotel industry to help individuals make informed decisions on skills development and for employers to identify the right skills and investments in regards to training their employees.

"Also, it will guide the training providers to design quality training programmes that will address the manpower and skills gap."

Apart from the above, the framework also aims to increase the utilisation rate of levies and grants of HRDF-registered employers. In the hotel industry itself, which comprises 1,672 HRDF-registered employers and 120,542 employees, the levy utilisation rate is currently up to 78.5%.

As for other industries, Dato' Mahfuz Omar shared that through the HRDF, the Human Resources Ministry will continue collaborating with other industry players to develop IndSF frameworks across sub-sectors in the near future.

"The framework is designed from the industry and for the industry, will help industry players navigate through challenging times."
