Singapore's Minister-in-charge of Energy and Science & Technology, Dr. Tan See Leng said the partnerships will pave the way for impactful projects that boost economic growth, catalyse investments, create good jobs, and support both nations' decarbonisation plans.
Singapore and Indonesia have signed three new Memoranda of Understanding (MoUs) focusing on cross-border electricity trade, carbon capture and storage, and sustainable industrial zones. Sealed on 13 June 2025 (Friday), these agreements underscore both nations’ shared dedication to promoting clean energy, industrial decarbonisation, and sustainable investment.
The MoUs were signed by Singapore's Minister-in-charge of Energy and Science & Technology, Dr. Tan See Leng and Indonesia’s Minister for Energy and Mineral Resources, Dr. Bahlil Lahadalia, during the Singapore-Indonesia Leaders' Retreat in Jakarta.
Here’s a closer look at each agreement:
- Under the SIZ MoU, a joint Taskforce, formed by Singapore’s Ministry of Trade and Industry (MTI) and Indonesia’s Ministry of Energy and Mineral Resources (ESDM), will study the development of potential industries within the Sustainable Industrial Zone (SIZ) in Bintan, Batam, and Karimun (BBK). This MoU will reflect both countries’ recognition of the importance of providing regulatory certainty for renewable energy projects, which will, in turn, create spin-off investments in Indonesia.
- The CBET MoU builds on previous energy cooperation agreements signed between the two nations. Both MTI and ESDM will work to facilitate the necessary policies, regulatory frameworks, and business arrangements for CBET within 12 months of the MoU signing.
- Under the CCS MoU, a joint Working Group will be established to study components of a legally binding G2G agreement on CCS. This G2G agreement will be essential to enable cross-border CCS projects.
Commenting on the partnerships, Minister Tan said: "Today’s milestone ceremony marks a shared commitment by Singapore and Indonesia to advance our cooperation in clean energy and decarbonisation.
"The three MOUs on CBET, CCS and the SIZ will pave the way for impactful projects that boost economic growth, catalyse investments, create good jobs, and support our countries’ decarbonisation plans."
Singapore's Prime Minister and Minister for Finance Lawrence Wong also shared his remarks in a joint press conference with Indonesia President Prabowo Subianto on 16 June 2025, conveying his appreciation that relations between the two countries are in excellent shape and expressed excitement in charting stronger ties in this new era of cooperation.
On top of the existing collaboration in defence, airspace management and law enforcement, PM Wong said that he and President Prabowo have discussed ways to enhance bilateral cooperation. Such examples he cited were the Green Economy as well as the three MoUs signed by the two ministers.
"Working together, we can create new opportunities for growth, while realising our green and sustainability goals. We can help ourselves, help each other, and help the world."
"Both President Prabowo and I agree on the importance of facilitating more of these people-to-people exchanges. Improvements in connectivity will enable such exchanges and we welcome the newly launched flights from Singapore to Padang and Kertajati.
"Beyond this, our officials will continue to support more internship opportunities for our youths to work in one another’s countries. They will gain valuable overseas experience, and bring back friendships that last a lifetime," PM Wong added.
