Woman sentenced to jail for deceiving WSG programme partner over $14,400 grant payout

Cheating and forgery charges led to a five‑month jail term for a sales director who helped Hanguk Kitchen obtain WSG salary support grants under false pretences.

A woman was sentenced to five months' jail after finding that she deceived a Workforce Singapore (WSG) programme partner into disbursing government‑linked grants worth S$14,400 by submitting falsified documents.

According to The Straits Times, Chew Chui Shien, a 53‑year‑old sales director, pleaded guilty to two charges – cheating involving S$8,400, and forgery. Four other charges – including a second cheating charge involving another S$6,000 – were also considered during her sentencing. The case involved Hanguk Kitchen, a food products company, and its sole director, Haden Hee Lic-Kai.

According to court proceedings cited by The Straits Times, in 2017, Hanguk Kitchen applied for the Place-and-Train career conversion programme (PCP), which offers salary support to employers who hire and train mid-career professionals for specific roles. The company’s application listed positions for a brand manager and a corporate/marketing copywriter, with defined starting salaries and planned increments after training.

In practice, however, Hanguk Kitchen hired two employees in different roles, earning salaries that did not align with the programme’s requirements. To access the grants despite this, Chew submitted forged employment contracts and falsified payslips that misrepresented one employee’s role as matching the grant conditions, resulting in S$8,400 being disbursed before the discrepancies were discovered.

As reported by The Straits Times, the prosecution noted that both Chew and Hee were aware that the employee did not meet the criteria for the grant, and that the claimed salary increments never occurred. Nevertheless, the company proceeded to submit false documentation to obtain the funding.
