Special Aidilfitri payments for eligible public service officers & retirees on 17 April 2023

Eligible officers will receive a payout of RM700, while retirees who meet the criteria will receive a payout of RM350.

All eligible public service officers and retirees in Malaysia will receive Special Aidilfitri Financial Assistance, for the year 2023 (BKKA Year 2023), on 17 April (Monday).

As earlier announced by Prime Minister Anwar Ibrahim in Budget 2023, eligible public service officers in the management and professional groups, and in Grade 56 and below (including contract-appointed officers/staff) will receive RM700. Since the Budget announcement, this special payment has also been extended to Government retirees (pensioned retirees, issued pension recipients, Employee Provident Fund Scheme (EPF) retirees, pensioned veterans, and non-pensioned veterans), with a payment of RM350.

For clarity, the eligible groups/individuals are as follows:

• Public service officers in the management and professional groups, and executive group Grade 56 and below, who are still serving on 17 April 2023. These officers are:
  • Officials appointed on a permanent or temporary basis, and on a Contract of Service;
  • Officers on full paid leave;
  • Officers on half-pay leave;
  • Officers on leave without pay, and
  • Officers on loan, including to agencies whose compensation management is separated. The BKKA Year 2023 will be paid by the agencies that have accepted loan officers.
• The payment will also be made to:
  • MySTEP-appointed officers who are still serving on 17 April 2023 and were appointed before 17 April 2023;
  • Interim teachers;
  • Drivers who are self-appointed by officers of Primary Position Grade B and above who are qualified drivers but are not provided drivers by their department, and
  • Self-appointed drivers by administrative members as well as judges and judicial commissioners.
• The following groups will be paid RM 350 by the Public Service Department (JPA):
  • Government retirees who are currently receiving pensions including those issued under the pension law
  • EPF retirees who retired from civil service when they reach the compulsory retirement age option (55/56/58/60 years) or retire for health reasons on or before 17 April 2023.
• Meanwhile, pensioned and non-pensioned veterans will be paid RM350 by the Department of Veterans Affairs (JHEV).
• Retirees (those mentioned above) and veterans who are re-appointed on permanent, temporary, and Contract of Service appointments and are still serving on 17 April 2023 are eligible to be paid RM700. The payment will be split: RM350 will be paid by JPA/JHEV and the balance of RM350 will be paid by the department where the officer is serving.
• Federal Civil Service Officers who died on 17 April 2023 are eligible for RM700.

The following groups are not eligible:

• Officers in the top management group and equivalent, including officers who are acting, borrowed/temporarily transferred, and in a special placement to Main Position Grade/Special Grade;
• Officers who are subject to disciplinary dismissal or demoted during the period of 1 January 2023 to 17 April 2023;
• Officers who resigned during the period of 1 January 2023 to 17 April 2023, 
• Pensioners who give up their pension rights for joining statutory bodies that are separated from remuneration.

Officers who have been suspended, or have had a charge letter issued by the Disciplinary Authority (PBTT), will have the granting of BKKA Year 2023 postponed after being acquitted of disciplinary charges or subjected to punishment other than dismissal or demotion by the relevant PBTT.

Subject to adoption by the respective authorities, this directive in its entirety extends to all state civil services, statutory authorities, and local authorities, JPA shared.
