Specifically, the requirement currently applies to passengers on international flights to Soekarno-Hatta Airport, Tangerang, Juanda-Surabaya Airport, and I Gusti Ngurah Rai Airport Bali; as well as those entering international ports in Batam.
Effective 1 September 2025, international passengers arriving at Soekarno–Hatta Airport in Tangerang, Juanda Airport in Surabaya, I Gusti Ngurah Rai Airport in Bali, and the international ports in Batam are required to complete their arrival declaration through the All Indonesia application.
Designed with an aim to make the arrival process more seamless, the All Indonesia app integrates immigration, customs and excise, health, and quarantine declarations into a single digital system. Travellers are advised to complete their forms at least three days before arriving in Indonesia, and again upon landing. The process is fully digital — and completely free of charge, helping passengers enjoy a quicker, safer, and more convenient travel experience.
Yuldi Yusman, Acting Director-General of Immigration, stated that with the application, the arrival process at airports or ports will not only be shortened and safer, but also user-friendly for all passengers — individuals and groups — including the elderly, people with disabilities, and children.
"Indonesia wants to provide the best experience best experience from the moment foreign tourists and returning Indonesian citizens take their first step back into the country," he added.
Djaka Budhi Utama, Director-General of Customs and Excise, Lt. Gen. (Ret.), also shared that Ministry of Finance, through Customs, has been continuously improving synergy and collaboration with all relevant stakeholders so that this initiative can run optimally and provide real benefits to the community.
"This breakthrough is important in providing convenience for public services that focus not only on the smooth movement of people entering Indonesian territory but also on the speed of goods flow," he said.
He added that with this integration, international passengers arriving in Indonesia — whether by air, sea, or land at locations where All Indonesia is implemented — no longer need to complete a separate electronic customs declaration (e-CD), as all customs procedures have been fully incorporated into the integrated digital system.
Regarding the integration of health declarations, the Ministry of Health can now detect potential infectious disease risks much earlier with the app in place, facilitating quicker action at airports, seaports, and land borders.
Passengers who are bringing animals, fish, plants, or related products will also need to fill out the All Indonesia declaration. This helps prevent pests and diseases from entering the country and makes the quarantine process simpler and more transparent.
Travellers can access the declaration form through the website allindonesia.imigrasi.go.id or by downloading the All Indonesia app from the Google Play Store or Apple App Store.
"We urge all international flight passengers, both Indonesian and foreign citizens, to report their arrival through this application. This application is not just about convenience; it's about protecting our country. Every piece of data you provide is key to ensuring the security, health, and integrity of our borders," concluded Yuldi.
