The kit outlines everything from job expectations to benefits and procedures, aiming to support public service reform.
Malaysia’s Public Service Department (JPA) has launched a Public Service Kit to help civil servants, especially newly appointed officers, gain an understanding of how the government administration works.
Launched on 30 April 2025 (Wednesday), the kit is part of the government’s Public Service Reform Agenda, which aims to build a more competitive, efficient, and progressive public sector. The reform was led by Tan Sri Wan Ahmad Dahlan bin Haji Abdul Aziz, Director General of Public Services.
What is the Public Service Kit?
The Public Service Kit is a reference guide for civil servants, covering key information needed throughout their career from appointment to retirement.
It includes:
- Basic guidance: An overview of how the public service works, including its structure, culture, values, and ethics.
- Roles and responsibilities: Clear explanations of job scopes, duties, and performance expectations.
- Rights and benefits: Information on leave, allowances, pensions, and other entitlements.
- Administrative procedures: How to apply for leave, make claims, and navigate performance evaluations.
This initiative supports the values of the MADANI Government, particularly the principles of Keyakinan (Confidence) and H.E.M.A.T., which form part of the governance values framework.
Why it matters
JPA said the kit is meant to help civil servants adapt faster to their roles and deliver better public service. It also aims to develop civil servants who are skilled, efficient, and authoritative to be able to support the country’s development and wellbeing.
The department has instructed human resource managers in ministries and relevant departments to share information about the kit with their staff, and encourage its use.
