Starting 18 November, if no renewal or pass shortening application has been submitted after the expatriate's pass expiry date, the company is obligated to complete an exit clearance declaration via ESD Online.
All companies in Malaysia will now be required to shorten their expatriates' passes prior to their permanent departure from the country.
As announced by the Expatriate Services Division (ESD), under the Immigration Department of Malaysia (JIM) on 14 November, this comes per a directive from the Ministry of Home Affairs (MOHA).
Here are the details to note:
Exit clearance for expired pass holders
With effect from 18 November 2025 (Tuesday), if no renewal or pass shortening application has been submitted after the pass expiry date, the company is obligated to complete the expatriate's exit clearance declaration via ESD Online.
The exit clearance must be submitted within 30 days from the pass expiry date. Failure to do so may result in restricted access to ESD Online, including the inability to submit and pay for new applications until the Exit Clearance is completed.
Procedure to follow before expatriates leave Malaysia
Companies are required to submit a pass shortening application for expatriates who are permanently leaving Malaysia via ESD Online under the "Sub-Product" tab.
Upon application approval, a 'Shorten Pass Slip' will be issued and can be downloaded from the ESD Online. Pass holders are required to ensure that the Slip remains in their possession throughout the departure process and present it upon request.
The ESD has urged pass applicants and employers to visit its Frequently Asked Questions (FAQ) page or contact helpdesk@myexpats.com.my for any assistance.
It should be noted that this arrangement will remain in effect, subject to further instructions or an official directive from JIM.
