The MOU supports Singapore's wider push to raise the employment rate of persons with disabilities to 40% by 2030, with a focus on inclusive hiring, staff training, and public education.
SBS Transit has committed to making 300 cumulative inclusive hires by 2030 through its workforce and network of service providers, as Singapore continues efforts to improve employment opportunities for persons with disabilities (PwDs).
The commitment was highlighted by Shawn Huang, Senior Parliamentary Secretary for Manpower, Taman Jurong Community Club, at the Memorandum of Understanding (MOU) signing between SBS Transit and SG Enable on 29 October 2026.
Speaking at the event, SPS Huang said employment plays an important role in helping PwDs build confidence, develop their capabilities and lead meaningful lives. He added that opening more pathways into employment would allow them to contribute their talents and potential to society. Singapore has made progress towards its goal of raising the employment rate of resident PwDs to 40% by 2030.
When the Enabling Masterplan 2030 was launched in 2022, the employment rate stood at 31.4%. By 2025, it had increased to 34.7%. Huang also highlighted recommendations recently announced by the Taskforce on Assurance for Families with Persons with Disabilities (PwD Taskforce), which aim to sustain progress towards the 2030 employment target.
The recommendations seek to strengthen the employment journey for PwDs, not only by helping them secure jobs but also by supporting them to remain employed, progress in their careers and achieve better employment outcomes over time.
As part of these efforts, the government is strengthening hiring incentives and workplace support. These include enhancements to the Enabling Employment Credit and the introduction of the Supported-Enterprise Enabling Grant.
The measures aim to encourage more employers to hire inclusively while helping employees with disabilities stay employed and progress meaningfully at work. However, SPS Huang stressed that advancing inclusive employment requires more than government support, noting that employers, families, and the wider community also have a part to play in creating an environment where PwDs can contribute their strengths, develop their capabilities, and pursue meaningful careers.
SG Enable & SBS Transit partnership to advance workplace inclusion
The MOU between SG Enable and SBS Transit is one example of such collaboration.
Under the agreement, the two organisations will work towards greater inclusion through three areas: inclusive employment, staff training and public education.
SBS Transit will strengthen its inclusive hiring efforts and equip its employees with the skills to better support PwDs. SG Enable will also work with the transport operator to use its public transport assets to raise awareness and promote greater inclusion within the community.
SPS Huang commended SBS Transit for its commitment to making 300 cumulative inclusive hires by 2030 through its own workforce and network of service providers.
He noted that opening up employment opportunities and building supportive workplaces could help PwDs gain skills, remain employed and progress in their careers.
SPS Huang further emphasised that inclusive employment should be a collective effort, with employers considering how different tasks can be matched to the strengths and capabilities of PwDs. This includes identifying suitable assistive technologies that can help them contribute at work and progress throughout their careers.
He added that employment opportunities should go beyond providing a person with a disability with a one-year role or task. Instead, employers should consider how to support their continued development and career progression.
"We must ensure that those who are disadvantaged and those who have disabilities can progress.”
