MTUC faces temporary dissolution after failing to comply with financial disclosure requirements

JPPM said the enforcement action was taken after repeated non-compliance involving financial statements and disclosures linked to foreign-sourced funds between 2020 and 2025.

The Registrar of Societies Malaysia (JPPM) has issued a temporary dissolution orderagainst the Malaysian Trades Union Congress (MTUC), citing continued non-compliance with legal requirements under Section 14(5) of the Societies Act 1966 following a review of MTUC’s failure to comply with written instructions previously issued by the department.

According to JPPM, the matter relates specifically to MTUC’s failure to submit audited financial statements and balance sheets, including details concerning finances or assets received from foreign sources for the period between 2020 and 2025.

The department said instructions had earlier been issued to MTUC on 6 April 2026, but the organisation did not comply with the requirements within the stipulated period.

JPPM stressed that every regulatory action taken against registered societies is conducted professionally, transparently, and in line with the law.

It also added that decisions are made based on the review of documents, facts, and compliance procedures, adding that the department is not influenced by the interests of any party.

Under the law, MTUC has the right to appeal the temporary dissolution order to the YB Datuk Seri Saifuddin Nasution bin Ismail, Minister of Home Affairs within 30 days from the date of the order.

JPPM noted that if no appeal is submitted within that timeframe, or if the appeal is rejected, the order will take final effect in accordance with the provisions of the law.
