The two-week voluntary Safety Time-Out and stricter workplace safety enforcement come after seven workers lost their lives in five workplace incidents over the past month.
Singapore's Ministry of Manpower (MOM) has announced a nationwide voluntary Safety Time-Out alongside a series of enhanced workplace safety measures after a recent spate of fatal workplace incidents.
In a recent statement, the Ministry said over the past four weeks, seven workers lost their lives in five separate workplace incidents across different sectors. It added that the fatalities occurred under different circumstances and do not point to any single underlying cause.
The latest incidents bring the total number of workplace fatalities to 21 so far in 2026, up from 18 during the same period last year. MOM said the close succession of fatalities is a cause for concern and highlights the need for continued vigilance and stricter adherence to workplace safety requirements.
With the support of Multi-Agency Workplace Safety Taskforce (MAST) agencies, the Ministry is therefore implementing a suite of enhanced workplace safety measures to reinforce safety standards and strengthen industry vigilance.
Nationwide voluntary Safety Time-Out to begin immediately
As part of the measures, MOM has called for a nationwide voluntary Safety Time-Out for two weeks, effective 26 June 2026 (Friday).
During this period, employers are encouraged to review their work processes, reinforce existing risk controls, engage workers and supervisors in discussions on workplace risks, and address any identified safety gaps.
The Ministry said organisations should pay particular attention to vehicle-related activities, individual worker lapses, and emergency response procedures following workplace accidents to ensure that appropriate rescue or medical assistance can be provided promptly.
Enhanced enforcement measures take effect from 26 June
Alongside the Safety Time-Out, MOM will continue stepped-up inspections to ensure workplace risks are being managed appropriately and that employers comply with workplace safety requirements.
To strengthen deterrence and reinforce accountability, the Ministry has introduced several enhanced enforcement measures, which will take effect from 26 June until 31 July 2026.
These include:
- Increasing the composition fine for first-time workplace safety offences detected during inspections from S$2,000 to S$3,000, with higher fines for repeat or more serious offences.
- Extending the minimum duration of Stop-Work Orders (SWOs) from five weeks to eight weeks for companies with workplace safety lapses serious enough to warrant an SWO.
- Debarring companies from hiring new migrant workers for three months in egregious cases where serious workplace safety lapses result in fatal or serious workplace accidents.
According to MOM, these measures are intended to strengthen compliance with workplace safety requirements, reinforce employer accountability for workplace safety outcomes, and encourage organisations to proactively manage workplace risks.
The Ministry added that the enhanced measures may be extended beyond 31 July should workplace safety outcomes not improve.
Employers urged to strengthen workplace safety culture
MOM reiterated that employers remain responsible for ensuring adequate risk controls, safe work procedures, and proper supervision arrangements are in place.
Company leaders are encouraged to regularly review workplace risks, ensure workplace safety requirements are followed, and foster a culture where safety remains a priority across all levels of the organisation.
The Ministry also emphasised that supervisors and workers play an equally important role in identifying and addressing workplace risks early. Workers are encouraged to remain vigilant and promptly raise concerns whenever they encounter unsafe situations or practices.
Concluding its statement, MOM said it will continue to monitor workplace safety performance closely and work with industry partners, unions, and workers to strengthen workplace safety standards and improve workplace safety outcomes across Singapore.
