Effective the contribution month of November 2025, both employers and eligible employees are required to contribute 2% of monthly wages.
The Employees Provident Fund (EPF) has announced that mandatory contributions for non-Malaysian citizen employees will begin with wages for October 2025, corresponding to the contribution month of November 2025. Both employers and eligible employees will be required to contribute 2% of monthly wages.
The policy applies to all non-Malaysian citizen employees in Malaysia holding a valid passport and employment pass issued by the Immigration Department of Malaysia, with the exception of domestic servants, which include roles such as maids, cooks, gardeners, cleaners, babysitters, drivers and others.
Ahmad Zulqarnain Onn, Chief Executive Officer, EPF said: “The expansion of mandatory contributions to non-Malaysian citizen employees represents a significant step for the EPF in enhancing the national social protection agenda.”
He added that the move is expected to close gaps in social security coverage by promoting fairer labour market practices and giving all workers access to retirement savings.
In recent months, the EPF has worked with government ministries and agencies, employers, foreign worker representatives, non-governmental organisations, and other stakeholders to prepare for the change.
It has also partnered with the Immigration Department of Malaysia to strengthen data and system integration, enabling the secure exchange of information on valid work pass holders such as the Visitor’s Pass (Temporary Employment) and Employment Pass. This collaboration is expected to improve the fund’s capacity to implement the new requirement effectively.
What employers need to know
Employers who have yet to register with the EPF are required to do so, either online through the EPF website or at any EPF office nationwide.
Registration of non-Malaysian employees who hold a Visitor’s Pass (Temporary Employment) or Employment Pass will be automatic, with records accessible via i-Akaun (Employer). For holders of other passes, registration and updates can still be carried out at EPF offices as usual.
Meanwhile, employees are encouraged to complete their EPF registration by updating their thumbprint records at the nearest EPF office, starting January 2026.
A dedicated page, ‘Contribution for non-Malaysian citizen employees – KWSP Malaysia’, has also been made available on the EPF website to guide employers and employees through the transition.
