Malaysia opens case-by-case foreign worker quota applications until end-2025

Employers in key sectors can now apply for foreign worker quotas directly via MOHA’s One Stop Centre until 31 December 2025, with approvals based on actual manpower needs.

The Ministry of Home Affairs (MOHA) has announced that facilitation for foreign worker quota applications will be granted on a case-by-case basis for certain sectors and subsectors until 31 December 2025.

The sectors covered under this arrangement include plantation, agriculture, as well as mining & quarrying. Meanwhile, ten subsectors have also been included, such as security services, metal and scrap materials, cleaning and building maintenance, wholesale and retail, laundry, restaurants, land-based warehousing, cargo handling, construction under government projects, and new investments approved by the Malaysian Investment Development Authority (MIDA).

Employers in these sectors and subsectors may submit applications for foreign workers directly to the One Stop Centre (OSC) for Foreign Worker Management at the Ministry of Home Affairs. Each application will be assessed by the Department of Labour Peninsular Malaysia (JTKSM) alongside the relevant regulatory agencies. Employers are required to submit complete supporting documents as prescribed.

Applications will be evaluated based on merit and the actual manpower requirements of the respective sectors.

According to YB Datuk Seri Saifuddin Nasution Ismail, Minister of Home Affairs, the facilitation meets the labour demands of key sectors and reflects the MADANI Government’s commitment to balancing economic interests with the wellbeing of the people.

The initiative also allows the Government to review and strengthen policies for foreign worker management, supporting a sustainable framework in line with the national objective of limiting foreign workers to 10% of the total workforce by 2030.

Implementation is guided by the principles of Malaysia MADANI, which prioritises economic requirements alongside social well-being. The Government emphasises that foreign worker recruitment should continue to be conducted in an orderly, ethical, and humane manner, in line with values of compassion, responsibility, and shared prosperity.
