The Macao Special Administrative Region (MSAR) Government has officially unveiled its Third Five-Year Plan for Economic and Social Development of the MSAR (2026–2030), setting out a roadmap and action agenda to advance economic diversification, deepen integration with Hengqin, accelerate urban renewal, and strengthen Macao's role within China's broader development strategy.
Announcing the plan, Chief Executive Sam Hou Fai said the MSAR Government would work with all sectors of society to implement the blueprint and advance the visions of “Law-based Macao”, “Vibrant Macao”, “Cultural Macao”, and “Blissful Macao”.
The 86,000-word document, comprising 10 parts, 36 chapters, and 68 special columns, outlines Macao’s four major strategic tasks for the next five years.
Advancing appropriate economic diversification
Macao aims to further develop its “1+4” diversified industrial structure and increase the contribution of non-gaming sectors to approximately 60% of gross domestic product (GDP) by 2030 through four major projects and a government guidance fund.
Deepening Macao-Hengqin integration
With high-quality development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin as a priority, Macao will meet the “three key-points” requirement, led by science, technology, and education, to enhance institutional alignment, infrastructure connectivity, industrial synergy, and greater integration of public services, particularly in areas such as healthcare and elderly care.
Urban renewal and building a beautiful and “smart” city
The MSAR Government plans to accelerate the conservation-led revitalisation of historic neighbourhoods and ageing districts, including the area surrounding the Ruins of St. Paul’s and the Iao Hon neighbourhood, while improving the city's legal framework and coordinating funding, resources, and policy support for sustainable urban renewal.
Strengthening internal and external connectivity
The city will actively participate in the high-quality development of the Greater Bay Area and deepen cooperation with Hong Kong. It will also expand its role as a platform connecting China and Portuguese/Spanish-speaking countries, while supporting the country’s “Belt and Road” initiative.
The eight overarching development goals outlined in the plan are:
- Ensure full implementation of the holistic approach to national security
- Further enhance the effectiveness of lawful governance
- Achieve substantial progress in appropriate economic diversification
- Ensure progress with high-quality development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin
- Yield visible results from the integrated development of education, technology and talent
- Optimise progressively protections for people’s wellbeing
- Achieve significant progress in building a beautiful and “smart” Macao
- Strengthen integration with, and support for, national development
