Behind the Win: HSITP is shaping a new generation of ‘I&T Architects’ for the Greater Bay Area's innovation future

Cross-boundary collaboration, immersive learning, and a shared innovation culture are empowering Hong Kong-Shenzhen Innovation and Technology Park to cultivate leaders capable of turning cross-boundary cooperation into meaningful impact.

Situated within the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (the Hetao Co-operation Zone), HSITP is envisioned as a strategic bridgehead for innovation, policy experimentation, and cross-boundary collaboration, supporting the development of an international hub to promote innovation and technology (I&T) for Hong Kong and the Greater Bay Area.

Delivering on the goal requires more than physical infrastructure. As Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL) has expanded rapidly while preparing the Company for the country's 15th Five-Year Plan, it recognised the need to cultivate not only a workforce capable of operating beyond traditional roles, but also the culture, mindset, and capabilities required to support a world-class innovation ecosystem.

In response, HSITPL set out to develop employees as ‘I&T Architects’ – leaders capable of translating the corporate goals into meaningful impact on the ground.

This transformation journey was recognised at the recent Employee Experience Awards 2026 Hong Kong with a silver award in the Best Culture Transformation and Change Management category.

Building a shared cross-border culture

A cornerstone of HSITP’s strategy is the belief that world-class innovation requires shared culture and collaboration across borders.

To support this vision, HSITPL and Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Development Co., Ltd. (SH-STIC) have jointly established the ‘Hetao Joint Talent Task Force’, a pioneering cross-boundary working group dedicated to talent development, learning, and cultural integration across Hong Kong and Shenzhen parks.

The ‘Hetao Joint Talent Task Force’ was designed to move teams across both parks beyond parallel operations and towards active collaboration. Through joint planning, shared learning experiences, and common talent development objectives, employees from both parks continue to exchange ideas, as well as build trust and synergy across geographical boundaries.

Transforming learning through immersion

To further strengthen talent capabilities and cultivate a growth mindset, HSITPL has moved away from traditional classroom-based training and introduced an ‘Experience-Led Change’ learning framework with SH-STIC, immersing employees in real-world innovation environments.

Under this framework, employees participate in visits and exchanges with leading organisations including Tencent, BYD, HAECO, and the Hong Kong International Aviation Academy. These experiences provide employees with first-hand exposure to innovation in action, operational excellence, technology adoption, and organisational transformation.

Importantly, these engagements go beyond conventional study tours. They provide bilateral exchange platforms where employees actively introduce HSITPL’s vision to potential partners, transforming training programmes into opportunities for relationship building and ecosystem development. Feedback so far has showed that participants gained greater confidence, engagement, and sense of purpose.

To support sustainability, HSITPL has also launched a ‘Train the Trainer’ programme, certifying internal trainers from both parks to become ‘Learning Champions’ responsible for promoting continuous learning and transferring institutional knowledge.

Championing shared success

Through the orchestration of these programmes, Vincent Ma, Chief Executive Officer of HSITPL (pictured below), emphasised that HSITPL has successfully reshaped its organisational culture and ethos.

“We firmly believe that talent is never compelled but always self-motivated,” he said. “We are actively fostering an environment where every individual embraces the same spirit of urgency and purpose – taking proactive ownership, striving for excellence, and generating enduring value for Hetao.”

Yinxiao Wu, Chief Executive Officer of SH-STIC (pictured below), also expressed hope that Hetao will continue to empower talent, fostering an environment where every innovative idea can flourish, and every dedicated professional can contribute to a more dynamic and prosperous future.

Winnie Lai, Director of HR & Corporate Services of HSITPL (pictured below), concluded: “We are redefining our role in Human Resources management. By fostering employee engagement, HR is cultivating a culture, ethos, and mindset that harmonises our employees’ self-interest with strategic objectives, ensuring the Company’s mission is actively actualised across every level.”

As the Lok Ma Chau Loop continues to take shape, HSITP remains focused on preparing a new generation of I&T Architects while fostering a shared culture of innovation, collaboration, and purpose across the Hetao Co-operation Zone, guided by the motto of “Wait for Nothing, Never Slow Down, and Seize Every Moment”.
