Japan to cap power banks at two per passenger on flights from 24 April 2026

Passengers will be prohibited from using power banks for any purpose onboard.

From 24 April 2026, air passengers flying into and out of Japan will be limited to carrying a maximum of two lithium battery powered power banks per person onboard, according to Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT).

Each power bank must have a capacity of no more than 160 watt hours (Wh) and must be carried in hand luggage. Passengers are required to keep the devices within easy reach, rather than storing them in overhead compartments or other areas.

The new rules also ban the recharging of power banks during flights, as well as the use of power banks to charge other electronic devices while onboard.

Passengers who breach the new regulations may face penalties of up to two years’ imprisonment or fines of up to ¥1mn.

The measures align with the latest safety restrictions on power banks issued by the International Civil Aviation Organization (ICAO).
