The plan will outline Hong Kong’s economic priorities and key livelihood initiatives over the next five years.
The HKSAR Government has launched a two-month public consultation on The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030), which will run until 14 August 2026.
Speaking to the media, Secretary for Constitutional and Mainland Affairs Janice Tse (pictured above, centre) said the plan will set out Hong Kong's development vision and strategic directions for the next five years. It will cover a broad range of areas, including the economy, industries, spatial planning, infrastructure, green transformation, as well as livelihood aspects including healthcare, education, housing, welfare, and elderly care.
The plan aims to provide clear directions for Hong Kong's economic and social development while shaping a forward-looking vision for the city.
The consultation document outlines several priority areas, including:
- Accelerating development of the Northern Metropolis, including the creation of an international university town to integrate talent development and the commercialisation of research and development (R&D) outcomes, and promoting multi-disciplinary development across disciplines include life and health technology, health and medical innovation, artificial intelligence (AI), microelectronic technology, high-end professional services, smart manufacturing, and vocational and professional training, etc.
- Enhancing Hong Kong’s role as an international financial, trade, maritime, and aviation centre.
- Advancing Hong Kong as an international I&T centre, deepening the AI+ Initiative, promoting cross-industry AI adoption, and refining AI and data governance frameworks.
- Refining strategies to nurture, attract, and retain targeted talents, while supporting their integration into the city.
- Facilitating talent mobility between Hong Kong and the Mainland to foster regional talent flows.
- Attracting non-local students to study in Hong Kong, while establishing the “Study in Hong Kong” and “Study Tour in Hong Kong” brands.
- Enhancing employment services, supporting training, retraining, and upskilling of the local workforce, and assisting citizens in adapting to emerging industries and job roles.
- Strengthening the protection of labour rights, and continuously improving occupational safety and health, labour remuneration and protection, and employment relationships.
- Providing territory-wide training opportunities for continuous skills upgrading to bolster impetus for economic development and competitiveness.
- Optimising the balance between labour importation and local employment in response to an ageing society and changes in manpower supply.
- Strengthening family support services, enhancing support for working families in childbearing, and expanding community childcare and afterschool care services.
- Attracting more international organisations, multilateral institutions, enterprises, and talents to pursue development in Hong Kong, while enhancing the city’s participation and influence in international affairs, international arbitration, professional standards, conventions and exhibitions, and global governance.
- Promoting green living, green and low-carbon transition, new energy, smart city development, and green infrastructure.
The public consultation document is now available at the Home Affairs Enquiry Centres across all 18 districts and has been uploaded to the thematic website on Hong Kong's Five-Year Plan. The Government aims to publish the final plan within the third quarter of the year.
