Following a four-year ride at RTHK, career bureaucrat Roy Tang Yun Kwong was named the new chief of Hong Kong's Customs and Excise Department.
The government said the State Council in Beijing approved Tang’s appointment yesterday based on Chief Executive Leung Chun-ying’s recommendation, with the issuing of a press release on the appointment.
In the same statement, Secretary for the Civil Service, Cheung Wing Ching described Tang as "a seasoned administrative officer with rich experience in public administration".
"I have every confidence that he will serve the community with professionalism in his new capacity and rise to the challenges ahead," he added.
Tang was the replacement for Cheung, who moved to serve as the Secretary for the Civil Service last month amid a series of ministerial reshuffles.
Customs' unions were disappointed to see the appointment of another administrative officer (AO) as chief over the promotion of a senior officer from within the ranks of the service, as reported in Singtao Daily.
Customs Officers Union chairman, Chan Ming, was disappointed with Tang's appointment. He noted that over the year, AOs who had held the position as chief of customs, lasted only for a few years.
"It gives colleagues the feeling that the AOs are using the position as a stepping stone to move up the career ladder. Â They doubt whether the chief will give his or her best effort. Â The constant shift in management hurts their morale," he said.
Association of Customs and Excise Service Officers’ vice-chairman Bernard Lee Kwan Kit noted the government had decided against selecting either the department’s deputy commissioner or his four assistants for the top position.
"We always believe there are colleagues capable of  heading the department, but issues in the system and bureaucracy make it impossible at this stage. I hope Tang can helped set up a path way for custom officers to be promoted to the top position during his tenure," Lee said.
Tang in his 28 years in the administration has never worked in the Customs and Excise Department; similar to his last appointment, where he lacked experience in broadcasting when he joined RTHK in 2011.
