Hong Kong and Mainland China resume normal travel from 6 Feb 2023: No limit on daily commuters, testing lifted

Any person can now travel between Hong Kong and the Mainland through any BCP without the need to make an online booking.

The HKSAR government has announced normal travel between Hong Kong and the Mainland fully resumes starting 6 February 2023. This is upon deliberation and co-ordination with the Central Government, the Guangdong Provincial Government and the Shenzhen Municipal Government.

All boundary control points (BCPs) have now opened up. No prescribed daily number of people has been imposed on any BCP, so that any person can travel between Hong Kong and the Mainland through any BCP without the need to make an online booking. The online booking system of the HKSAR government has accordingly ceased operation.

All people entering the Mainland from Hong Kong, and all people entering Hong Kong from the Mainland, are no longer required to undergo any nucleic acid test within 48 hours prior to departure and obtain a negative result. All inbound persons from the Mainland or Macao are also not required to conduct any rapid antigen tests (RATs). Travellers entering the Mainland from Hong Kong are required to complete the Mainland China online health declaration. Those with no issues to report in their health declaration and have been given regular customs inspection and clearance can enter the Mainland. 

However, for people travelling from Hong Kong to the Mainland (except those aged three and below), if they have stayed in any overseas places or Taiwan on the day of departing Hong Kong for the Mainland or during the seven days before that day, they will still be required to conduct a nucleic acid test within 48 hours prior to departure and obtain a negative result.

Upon full resumption of normal travel with the Mainland, Hong Kong has also announced the testing and vaccination requirements for inbound persons coming to Hong Kong from places around world.

The testing requirements for inbound persons from overseas places and Taiwan remain unchanged. Except those who are aged three and below on the day of arrival at Hong Kong, all inbound persons from overseas places or Taiwan are required to conduct a RAT within 24 hours (or as an alternative, undergo a nucleic acid test within 48 hours) prior to the scheduled time of flight departure (for those entering Hong Kong via the airport) or the time of arrival at Hong Kong (for those entering Hong Kong via other boundary control points), and obtain a negative result to enter Hong Kong. 

On the other hand, the requirement for non-Hong Kong residents to be fully vaccinated for coming to Hong Kong from overseas places has been lifted. In other words, no inbound travellers will be subject to any vaccination requirement, regardless of where they come from before coming to Hong Kong.
