Civil servants in Singapore to receive 0.4-month mid-year bonus for 2025

Civil servants in grades equivalent to MX13(I) and MX14 will receive an additional one-time payment of S$250 while those in grades equivalent to MX15 and MX16, and those in the Operations Support Scheme will receive a higher one-time payment of S$400.

Singapore's government announced on 16 June 2025 (Monday) that all civil servants will receive a 0.4-month Annual Variable Component (AVC).

Civil servants that fall under the following categories will receive the corresponding payouts: 

  • Civil servants in grades equivalent to MX13(I) and MX14 will receive an additional one-time payment of S$250.
  • Civil servants in grades equivalent to MX15 and MX16 will receive a higher one-time payment of S$400.
  • Civil servants in the Operations Support Scheme (OSS) will receive a higher one-time payment of S$400.

In a statement on Monday, the Public Service Division (PSD) said the mid-year payment reflects Singapore’s economic performance in Q1 2025, as well as a cautious outlook for the rest of the year. The economy grew by 3.9% year-on-year in the first quarter, but the Ministry of Trade and Industry has maintained a GDP growth forecast of 0.0% to 2.0% for 2025, citing global uncertainties and downside risks.

On the labour front, data from the Ministry of Manpower (MOM) suggests that while employment continued to grow in Q1 2025, the pace has slowed, and unemployment has edged up slightly since December 2024. MOM expects labour demand to moderate further amid uncertain business conditions.

The PSD said the Government and the unions "will continue to jointly monitor the economic situation closely, and take into consideration the National Wages Council guidelines which will be released later in the year in deciding the year-end AVC payments."
