Vietnam minimum wages for 2027: Proposal floated for a 7.8% increase

If the recommendations go through, the minimum wages for 2027 would range from VNĐ4.04mn in Region IV to VNĐ5.7mn in Region I, with increases of VNĐ310,000–VNĐ390,000 per month.

Vietnam’s Ministry of Home Affairs has recommended an average 7.8% increase in regional minimum wages from 1 January 2027.

The proposal would raise monthly minimum wages by between VNĐ310,000 and VNĐ390,000, depending on the region. It will now be submitted to the Government for approval.

Under the agreement, the monthly minimum wage in would increase accordingly:

  • Region I would increase from VNĐ5.31n to VNĐ5.7mn, an increase of VNĐ390,000 (equivalent to 7.3%).
  • In Region II, the rate would rise from VNĐ4.73mn to VNĐ5.08mn, while
  • Region III would increase from VNĐ4.14mn to VNĐ4.45mn, and 
  • Region IV would see the largest percentage increase, rising by 9.2% from VNĐ3.7mn to VNĐ4.04mn per month.

The average monthly increase would be VNĐ348,000, based on the proposed increases ranging from VNĐ310,000 to VNĐ390,000, however this is purely a mean value. 

The recommendation follows discussions involving worker representatives, employers, and government agencies, where employer representatives stressed the need to balance wage growth with business competitiveness, sustainable growth, and improvements in labour productivity.

The current regional wage rates took effect on 1 January 2026, under Decree No. 293/2025/NĐ-CP, which regulates minimum wages for employees working under labour contracts.

The Ministry of Home Affairs has reported that the 2026 adjustment represented an average increase of 7.2%. The Ministry has also clarified that the proposed increase for 2027 would remain about 3.7% above the minimum living standard projected through the end of 2027.

The proposed 2027 regional minimum wage rates are not yet legally binding. They would take effect only after the Government approves and issues the relevant implementing decree.
