MOM shares details on enhanced certification subsidy for HR professionals effective 1 Oct 2025

First announced by the Singapore Economic Resilience Taskforce on 10 July, the temporary enhanced subsidy for HR certification is part of the Government’s efforts to help businesses strengthen HR capabilities to navigate the volatile environment.

In July 2025, the Singapore Economic Resilience Taskforce (SERT) announced a set of targeted measures to help businesses and workers navigate global uncertainty – including temporary enhanced funding support for HR certification.

As announced by the Ministry of Manpower (MOM) on 3 September (Wednesday), effective 10 October 2025, the funding support will come in the form of a new subsidy to further offset the cost of obtaining HR certifications from the Institute for Human Resource Professionals (IHRP).

Kenny Tan, Deputy Secretary of MOM said: "There is no better time nor greater need for HR professionals to step up and support our businesses and our workers to surmount the challenges ahead."

He added that this enhanced subsidy is a call to action for HR professionals to invest in their professional development, and for businesses to invest in their HR professionals.

"Maximising the potential and agility of our workforce will give us a competitive edge in today’s uncertain environment."

Introduced in 2017, the IHRP certification is a national certification framework for HR professionals in Singapore. These certifications are already subsidised for Singaporeans and Permanent Residents (PR), and the new measures see an enhanced subsidy of an additional S$100. The enhanced subsidy will be offered for a period of one year from 1 October 2025.
