Malaysia's Ministry of Human Resources (KESUMA) has taken over the management of the One Stop Center (OSC) for the Management of Foreign Workers, following a Cabinet decision on 1 July 2026.
The move is aimed at strengthening the governance of foreign worker management through a system that is more efficient, transparent, and integrated, while ensuring that industry workforce needs continue to be met.
As part of the transition, KESUMA said it will implement several strategic initiatives to improve the foreign worker quota application process. One of the key measures is the use of the eQuota module through the Foreign Workers Centralised Management System, or FWCMS, as a single digital platform integrated with existing government systems.
The online system is expected to simplify employer transactions, improve interview scheduling and reduce congestion at OSC counters. KESUMA will also begin processing approximately 22,476 manual applications that were previously pending, using the FWCMS platform.
At the same time, the ministry said applications for foreign workers will continue to prioritise employment opportunities for Malaysians through the MYFutureJobs portal. Employers must also comply with the requirements under Section 60K of the Employment Act 1955 before quota applications are considered.
To further strengthen governance, KESUMA will establish a dedicated Foreign Workers Management Division responsible for policy, operations, and oversight of the OSC.
