Johor powers ahead with strategic investments in talent and the halal economy

As the Johor-Singapore Special Economic Zone gains momentum, the Johor Talent Development Council and the upcoming Johor Halal Progress Plan 2030 aim to create a skilled workforce, driving high-income opportunities, and positioning Johor as a global hub for investment and innovation.

As the Johor-Singapore Special Economic Zone (JS-SEZ) takes shape, Johor is aligning two key strategies to futureproof its economy: talent development and halal industry growth. At the heart of this alignment are the Johor Talent Development Council (JTDC) and the upcoming Johor Halal Progress Plan 2030 — two initiatives that seek to reflect Johor’s ambition to drive high-skilled employment, industry readiness, and global competitiveness.

As shared by Chief Minister of Johor Onn Hafiz Ghazi, with a target of creating 20,000 high-income jobs opportunities, JTDC is establishing an integrated ecosystem that directly connects investors, companies, six universities, and 15 selected TVET institutions across the state. Platforms such as the JTDC Office and the Premium Career Carnival serve as critical channels aiming to annually produce 10,000 skilled graduates equipped to meet evolving industry demands.

This focus on human capital development is especially timely as Johor strengthens its positioning as a halal economic hub. The Johor Halal Progress Plan 2030, currently under review, is set to become Malaysia’s first comprehensive state-level halal economic framework. It aims to empower local businesses, create more high-income jobs, and nurture globally competitive halal entrepreneurs.

Key initiatives include registering 500 halal companies annually, accelerating the halal certification process, and providing incentives to boost market access — efforts that align with the broader JS-SEZ goal of attracting both local and international investments.

The Chief Minister shared that with phased implementation and rigorous monitoring, the Johor Halal Progress Plan 2030 is poised to elevate the state as a leading halal economic hub and a model of progressive Islamic economic development in Malaysia.

Likewise, in his remarks on JTDC, the Chief Minister reaffirmed the Council’s role as a key driver in developing a highly skilled, dynamic local workforce ready to support and sustain the next wave of investments into Johor.
