Hong Kong SAR passport holders can visit Qatar visa-free for 30 days, effective immediately

Hong Kong Chief Executive John Lee, who is currently leading a business delegation on a visit to the Middle East, has announced that Hong Kong SAR passport holders can visit Qatar without a visa for a stay of up to 30 days with immediate effect.

Lee said the ease of entry requirements for Hong Kong residents would make travel to Qatar more convenient than the previous visa-on-arrival arrangement. This change is expected to facilitate closer exchanges between the people of both places.

Lee has outlined three major goals for this visit: strengthening government-to-government relations, exploring new areas of cooperation, and making friends. He was pleased to have reached a consensus on cooperation with the leaders of the Qatari government during their meetings. Both parties agreed to deepen collaboration across sectors.

In addition, 35 MOUs and agreements have been agreed on, spanning trade, investment, technology, legal co-operation, financial markets and so on, further expanding business networks.

Lee began the visit programme to Qatar on 11 May 2025, leading a business delegation comprising over 50 professionals and leaders of enterprises from Hong Kong plus Mainland China.

During the visit, Lee was met respectively with the Amir of Qatar, Tamim bin Hamad Al Thani, the head of state of Qatar; the Prime Minister and Minister of Foreign Affairs of Qatar, Mohammed bin Abdulrahman Al Thani; and the Minister of Communications and Information Technology, Mohammed bin Ali bin Mohammed Al Mannai, to exchange views on strengthening bilateral relations and economic co-operation between Hong Kong and Qatar.

He has also met the Minister of Labour of Qatar, Dr Ali bin Saeed bin Samikh Al Marri, to discuss plans to enhance talent exchanges between Hong Kong and Qatar, with a view to promoting cultural exchanges and communication between the two places.

Following the visit to Qatar, Lee and the delegation will then depart for Kuwait to continue their journey.
