Combined with prior mid‑year payments, civil servants’ total variable pay for the year will reach 1.7 months, with junior‑grade staff receiving additional lump‑sum relief.
Civil servants in Singapore will receive a year‑end Annual Variable Component (AVC) of 1.3 months for 2025, the Public Service Division (PSD) announced on 24 November (Monday).
In addition, staff in grades equivalent to MX15 and MX16, as well as employees under the Operations Support Scheme (OSS), will receive a one‑time payment of up to S$600. The move is said to align with the National Wages Council (NWC) guidelines for 2025/2026 and takes into account the government’s economic and labour‑market outlook for 2025.
The year‑end payment complements the Non‑Pensionable Annual Allowance (NPAA) of one month, which effectively acts as a 13th‑month bonus. Combined with prior mid‑year payments, civil servants’ total variable pay for the year will reach 1.7 months, with junior‑grade staff receiving additional lump‑sum relief.
The payout comes following updates on Singapore's economic outlook – with the Ministry of Trade and Industry recently forecasting GDP growth of around 4% for 2025, while Ministry of Manpower data shows continued low unemployment and stable retrenchment rates.
