Selangor allocates RM131mn for Resilience Strengthening Package to tackle cost of living, inflation and food security from June 2026

The State Government will also be conducting engagement sessions with key industries such as the construction, manufacturing, logistics, and services sectors, each of which will be affected by the energy and goods supply crisis.

The Selangor State Government has announced the new Resilience Strengthening Package, which will include various measures to help the people and industry cope with the ongoing energy supply crisis.

Introduced by Chief Minister of Selangor, Amirudin Shari on 16 April, the move follows energy supply disruptions linked to the West Asia conflict and the blockage of the Strait of Hormuz.

"Even if this war subsides, the capacity of the crude oil, gas, fertiliser, sulfur, and helium ecosystems that are critical to industries in Selangor will take at least a year to return to pre-war production rates," Chief Minister Amirudin said.

Therefore, the State Government has allocated RM131mn for the Selangor Resilience Strengthening Package for the following purposes:

  1. To strengthen food supply security.
  2. To reduce the cost of living for the people.
  3. To control the impact of inflation from increasing excessively.
  4. To increase the use of public transportation.
  5. To target assistance to the most affected groups.

Effective June 2026, the Selangor Resilience Strengthening Package will begin with the following efforts:

Selangor food warehouse Increase buffer stocks of basic food items such as rice and protein RM50mn
'We Selangor' vouchers - Worth RM100 per month for six months

- To use to purchase basic necessities

Public transportation fare subsidy - Worth RM30 per month for six months
- 30,000 recipients
- Subsidies for Demand Responsive Transit (DRT) vans, buses and trains
*DRT vans in Malaysia refer to the Demand Responsive Transit (DRT) service operated by RapidKL, which offers on-demand transport in the Klang Valley.

Free breakfast assistance for students  - To reduce expenses for parents 
- Applicable to 873 schools across Selangor

Assistance for the agricultural sector - Between RM300 to RM600 per month for six months
- Covers agricultural input costs or diesel prices 
- To benefit 17,237 rice farmers, fishermen, farmers, breeders, aquaculture entrepreneurs

Empowering Selangor cooperative entrepreneurs - To empower entrepreneurs in the retail and logistics sectors 
- Grant programme for cooperatives under Koperasi Warga Hijrah (KoHijrah)
*KoHijrah is a cooperative organisation in Selangor, Malaysia, known for its efforts to maintain the prices of essential goods despite rising operating costs.

In addition to these efforts, The Selangor government plans to hold a series of engagement sessions with key industries – including construction, manufacturing, logistics and services – which are expected to feel the impact of the ongoing energy and goods supply crisis.

Furthermore, the administration also wants to move faster on energy transition initiatives, exploring options such as solar and battery storage, hydrogen power and improving energy efficiency in state government buildings, district and land offices, and local authorities.

The State Government shared its gratitude to the Federal Government’s move to expand the BUDI95 fuel subsidy to about RM7bn, raise the Budi Diesel cash aid from RM300 to RM400, and step up support for farmers and public transport users.

The Chief Minister added that Selangor’s Phase 1 Resilience Strengthening Package is meant to prepare for and complement these federal measures. A Special Energy Crisis Task Force will review the situation every two weeks, tracking developments in West Asia and Southeast Asia, as well as energy supply data and basic necessities, so the state can adjust its response as conditions change.
