Philippines approves roadmap to equip workers for digital and green economy shifts

The new Global Accelerator roadmap focuses on helping workers in construction and transportation adapt to technological and environmental change, while aiming to strengthen social protection and workplace safety.

The Department of Labor and Employment (DOLE) has secured approval for the Philippine Roadmap for the Global Accelerator (GA) on Jobs and Social Protection for Just Transitions, a national framework aimed at accelerating job creation, expanding social protection, and helping workers adapt to economic, technological, and environmental change.

The roadmap was approved and endorsed by the Trabaho Para sa Bayan – Inter-Agency Council (TPB-IAC) on 17 June 2026. As co-chair of the council, DOLE led the initiative, which seeks to prepare workers and industries for ongoing shifts in the labour market.

According to the Department, the roadmap focuses particularly on the construction and transportation sectors, supporting workers and businesses as they navigate technological advancements and environmental transitions.

Francis N. Tolentino, Secretary, DOLE welcomed the approval, noting that the framework comes at a crucial time for two sectors that play an important role in the country's economy and employment landscape.

Among its priorities is increasing the number of workers who receive training or assistance in green skills and just transition programmes. The roadmap also supports green skills development, the integration of occupational safety and health (OSH) measures, climate-resilient transport systems, and local green manufacturing initiatives.

These efforts aim to help workers adapt to emerging technologies and more sustainable production systems, while supporting broader workforce readiness for the future of work.

The roadmap also aligns with Tolentino's push to strengthen support for workers in the platform economy. Earlier, he said the Department was prioritising the protection of digital platform workers, including efforts to provide stronger and more reliable channels for reporting workplace grievances and inquiries.

Developed through consultations and collaboration among government agencies and stakeholders, the roadmap outlines a range of measures that seek to support employment and workforce development. These include infrastructure investments, skills development initiatives, stronger labour market information systems, and greater support for micro, small, and medium enterprises (MSMEs).

Implementation will be supported through funding from national government resources and development partners.

Roadmap reinforces workplace safety and worker protection

Following the roadmap's approval, DOLE said it would also strengthen efforts to improve workplace safety, particularly in the construction sector.

The Department noted that the framework supports measures aimed at protecting workers in one of the country's more vulnerable industries. Its approval comes as DOLE intensifies its workplace safety campaign following recent safety-related incidents in the sector.

As part of the initiative, the roadmap reiterates Secretary Tolentino's directive to strengthen accountability among employers, contractors, and building owners in complying with labour standards and occupational safety and health regulations.

The framework also advances measures to expand and integrate sustainable social protection systems, ensuring that more workers, including those in informal and project-based employment arrangements, have access to protection mechanisms.

To support safer workplaces, the roadmap seeks to strengthen OSH compliance, improve worker protection measures, and address the changing needs of workers in the construction industry.

In addition, it supports policy and legislative reforms aimed at expanding social protection coverage, increasing participation in social insurance programmes, and improving financing support for social protection initiatives.

By 2028, the roadmap targets universal social protection coverage through stronger government investment and coordinated implementation of protection programmes.

DOLE said the approval of the roadmap marks a step forward in coordinating efforts across government and stakeholders to create quality jobs, strengthen worker protections, and help ensure that workers are equipped to adapt to the opportunities and challenges brought about by economic, digital, and environmental transformation.
