The new rules, to be rolled out on 12 September, aim to cut costs, reduce downtime, and keep workplaces safe.
The Ministry of Manpower (MOM) has completed a review of the test and examination requirements for statutory lifting equipment. This is part of ongoing efforts to strengthen workplace safety and health (WSH) standards while reducing costs for businesses.
The revised requirements will take effect from 12 September 2025. According to MOM, the updates aim to keep regulations in line with international and industry practices. The review included extensive consultation with stakeholders such as equipment manufacturers and trade associations, and was benchmarked against practices in the United Kingdom, United States, Australia, and Japan.
The updated regulatory requirements include:
- Removal of periodic overload testing requirements after lifting equipment registration.
- Flexibility for workplace occupiers to appoint competent persons or continue with authorised examiners to conduct periodic lifting gear re-examinations. Authorised examiners will still be required for critical inspections such as before first use and after major repairs or modifications.
- A change in the frequency of periodic tests and examinations for hoists, from once every six months to once every 12 months.
MOM said the updates will help businesses reduce costs while bringing other significant benefits. "Companies can expect greater operational flexibility with fewer testing disruptions, reduced equipment downtime that improves productivity, and closer alignment with international standards and manufacturer recommendations," it added.
The changes also respond to industry concerns about equipment fatigue from periodic overload testing while preserving safety through appropriate examinations and functional tests.
Equipment owners are reminded to maintain their equipment in good working condition.
MOM added that it will work closely with businesses to ensure compliance with the updated requirements.
