Hong Kong to announce 2025 Policy Address in September ahead of schedule

The public consultation will also begin early, starting next Monday.

Hong Kong Chief Executive John Lee has announced that he will deliver the 2025 Policy Address in September, earlier than the usual schedule.

At a media briefing held before the Executive Council meeting, Lee explained that this decision was made in light of the upcoming Legislative Council general election scheduled for the end of the year, which means the term of the current Legislative Council will conclude early.

To provide the Government with sufficient time to gather opinions and suggestions from the public and different sectors, the public consultation for the Policy Address will also begin early, starting next Monday (16 June 2025).

The SAR leader stated that Hong Kong's economy is continuing to expand positively, with an estimated GDP growth of 2% to 3% for this year. Even so, he noted that the city is entering a period of economic transformation – while some industries are performing, others are facing challenges. Therefore, the Government and all industries must "embrace changes, respond to changes, and seek changes”.

"We must explore new growth opportunities, open new markets and new blue oceans through innovation and creativity. Additionally, we should deepen international exchanges and cooperation, as well as expand and strengthen regional cooperation, while striving for economic development and improving people's livelihood," he said.
