The new intergovernmental body aims to strengthen international collaboration and global governance in artificial intelligence.
Twenty-nine countries signed an agreement in Shanghai on 16 July 2026 to establish the World Artificial Intelligence Cooperation Organization (WAICO), according to Ministry of Foreign Affairs of the People's Republic of China.
Headquartered in Shanghai, the independent intergovernmental body aims to promote international cooperation and global governance in artificial intelligence (AI), while ensuring the safe, fair, and beneficial development of the technology for the benefit of all.
According to the agreement, WAICO will uphold the purposes of the United Nations Charter, be committed to extensive consultation and joint contribution for shared benefit, and adhere to a people-centred approach to AI development and governance.
Chinese Foreign Minister Wang Yi (pictured below), also a member of the Political Bureau of the Communist Party of China Central Committee, attended the signing ceremony and signed the agreement on behalf of the Chinese Government.

Representatives from 29 countries, including Kazakhstan, Laos, Pakistan, Russia, and Indonesia, signed the agreement, making them founding members of WAICO.
United Nations Secretary-General António Guterres was among the representatives from countries and international organisations who attended the signing ceremony.
The establishment of WAICO comes amidst growing global discussions on the governance, regulation, and responsible use of AI, with countries increasingly seeking frameworks for international cooperation as AI technologies continue to advance rapidly.
