This group, comprising the Government, NTUC, and Grab, will serve as a regular platform for discussion, enabling the government to support efforts in resolving issues, including those requiring regulatory intervention.
Platform workers in Singapore, such as delivery riders and private-hire drivers, can soon expect stronger representation and support. This follows the formation of a new trilateral group announced on 4 July 2025.
The Ministry of Manpower (MOM), Ministry of Transport (MOT), the National Trades Union Congress (NTUC), and Grab Singapore have formed this group to address the concerns of platform workers and Platform Work Associations (PWAs), in view of the rapidly evolving platform economy.
The group will be jointly overseen by Dr Koh Poh Koon, Senior Minister of State for Health and Manpower, Sun Xueling, Senior Minister of State for National Development and Transport, Ng Chee Meng, NTUC Secretary-General, and Yee Wee Tang, Grab’s Group Managing Director of Operations.
The newly formed trilateral group aims to address key challenges faced by platform workers and support their wellbeing amid the rapidly evolving platform economy. While Grab is currently the only platform operator involved, the ministries said there are plans to involve more operators over time for broader industry representation.
This effort builds on the Platform Workers Act, which allows platform workers to form PWAs and gain formal recognition from operators like Grab. The group will serve as a regular platform for discussion, enabling the government to support efforts in resolving issues, including those requiring regulatory intervention, and to foster stronger partnerships among platform operators, PWAs, platform workers and the government, to support platform workers.
