Adapting to tighter foreign manpower rules

“Even as we remain open to foreign manpower to complement our local workforce, all firms must make an effort to consider Singaporeans fairly.”

This is what Acting Minister for Manpower, Tan Chuan-Jin, said during the announcement of the new Fair Consideration Framework (FCF), released earlier this week, which requires employers to consider Singaporeans fairly before hiring skilled foreign professionals.

The Ministry of Manpower (MOM) has been steadily tightening the flow of foreign professionals through a range of measures that are either already or soon-to-be in practice. These numerous changes will no doubt generate a number of challenges for employers when it comes to balancing the need for foreign and local employees within organisations.
