NTUC proposes a low-wage worker centre

The National Trades Union Congress (NTUC) is planning to set up a one-stop centre to provide lower-income workers with more information about government assistance.

“We need to improve our outreach with many of the things we’re doing,” Zainal Sapari, director of NTUC’s Unit for Contract and Casual Workers (UCCW), said.

According to an article in TODAY, through findings based off several focus groups, UCCA determined there is a need to increase its engagement with this group of workers.

“Many low-wage workers are unaware of the schemes. Some workers in our discussions did not know that the Workfare Income Supplement scheme and the Employment and Employability Institute exist… we are hoping through this centre we can reach out to more low-wage workers,” Zainal said.

The findings also showed some workers reported their employers’ unwillingness to attend training courses and the inaccessibility of training venues as some of the reasons behind why they have yet to enroll in such initiatives.

NTUC is also working to help increase salaries through the Progressive Wage Model, which is currently targeted to the security and landscaping industries.

Zainal added the latter industry is an important area of focus because “we are losing knowledge of landscaping to a lot of foreigners, and we don’t have a Singaporean core in this industry”.
