EMPLOYEE UPGRADING PROGRAMME

Singapore – While the two-year employee skills upgrading initiative SPUR is coming to an end, more funds will be injected in the Continuing Education and Training (CET) scheme to focus on the development of PMETs (Professionals, Managers, Executives and Technicians).

The Skills Programme for Upgrading and Resilience (SPUR) will be ending this December but an additional S$2.5 billion will be invested in CET over the next five years, the Ministry of Manpower announced yesterday. “After SPUR ends, PMETs can look forward to many more Workforce Skills Qualification (WSQ) Diploma and other programmes that will help them to broaden and deepen their skills,” said Manpower Minister Gan Kim Yong at the Precision Engineering Workforce Skills Qualification (WSQ) Diploma graduation ceremony.

With more than one in two PMETs in the workforce now, the Workforce Development Agency will be focusing on measures to support economic restructuring and enhance productivity in employees. “Expanding the coverage to PMETs will be a major priority in the next phase of development of our CET system,” said Gan. Currently, there are 300 PMET courses available and more to come when SPUR ends.

Productivity Initiatives in Services and Manufacturing (PRISM) is an example of such programmes designed inline for the PMETs. PRISM will be offering programmes like master classes, seminars and training courses for both the manufacturing and services sectors.

Managers and supervisors will learn how to use productivity tools and techniques such as Six Sigma, Lean Management, and business process re-engineering. The S$3 million initiative targets to train 1,000 supervisors and managers over the next two years to improve output in organisations.
